How do I make a complaint to eBay?

HOW to turn button OFF or ON for Gallery Plus when listing an item to sell ?

I tried to relist an Inactive item. However : There appears to no longer be a button for turning Gallery Plus OFF or ON , when either listing a similar item , or re-listing an Inactive item !
