According to a post on the UK community boards, the latest version of the eBay app requires Android 10 or later, or iOS 17 or later.
There is another version of the app available for iOS 16 users; see here:

If you cannot upgrade your operating system or find an older version of the app that works with your current operating system, you should still be able to use a browser to go to ebay.co.uk instead.
If eBay browser links are opening in the Android version of the app automatically, you can disable that by going to your device Settings: Apps: eBay: Open by default: Opens supported links and choosing "Don't open in the app". iOS users can tap and hold an eBay browser link and choose "Don't open in the app".

I am running iOS 15.8.3 and I got a message saying “This app has expired. Update now” but app update does nothing. Does anyone know if eBay will fix it so the app can still support older iOS versions? If not, how do I complain to eBay?

A possible workaround for iOS 15 users is suggested here:

You are very welcome -- I am indeed a user like you.
The folks that work for eBay have @eBay in their usernames.
