I don't know where you got your information from, but it couldn't be more wrong. Ebay only deals in full refunds. Partial refunds are betwen you and the seller (Ebay is not the seller) to agree on, or not. Read the Money Back Guarantee so you understand how it works and what to do. It's on every listing, in various other places across the site, and on your order confirmation.
And once you've opened a case or return request, make sure you read the clear instructions and follow them to the letter. Do not close the case or return request on a promise, as you cannot reopen it or open another.
