I looked for a specific item on ebay; found it and then found I had to go through ComWales.
Bought the item; but it has not been delivered and its impossible to get any human response from that site (which is similar to ebay).
The purchase has not been recorded on ebay; it has been recorded on ComWales, but there is absolutely no response from them.
I have now threatened them with the police if I don't hear back within a reasonable time but if anyone else can throe some light on the matter I would be grateful.

It might be worthwhile to try to understand how eBay works. You search on eBay but eBay sells nothing. They list the items and when you click to buy you are dealing with the seller. In this case "Comwales". You buy from them but pay through eBay.
Whether or not you like Paypal if you pay by Paypal you get exceptional protection as a buyer. If you do not pay through Paypal then I'm afraid youdo not. Comwales has a good amount of feedback [some 3000+] and a reasonable reputation [98%] there is no reason to think there is any kind of scam. You probably just need to be patient in view of the circumstances
It is wise to understand that as advised the way eBay works is very precise. The buyers and sellers work to eBay's rules and cannot invent ways to do things to suit themselves. EBay may not - as you mention - be for you
Comwales are registered business sellers with over 300 items listed on eBay....

did you buy through a listing or did you click on a sponsored link at the bottom of the page?
sponsored links have nothing to do with ebay,
the sellers pay to have their advert shown on ebay, if you click on the link you are taken to that sellers site and any transactions are directly with that seller and ebay aren't involved at any point.
I had never heard of Comwales, and as far as I know it has nothing at all to do with ebay.
However, as long as you paid via Paypal you should be able to claim a refund by going to your payment in your PP account.
Are they an Ebay seller? If so, why didn't you pay through Ebay checkout and via PayPal so that you were covered by Ebay's Money Back Guarantee...? Every Ebay seller has to offer this method of payment - no seller can make you pay in any other way. If you did, you chose to do so.
PayPal are a payment processor, so you don't need a PayPal account to use them. You simply pay with your debit or credit card. If you don't buy through Ebay checkout and via PayPal, Ebay can't help you.
Threatening a company with the police is bonkers (and guaranteed to get their backs up, especially at a time when businesses which are still managing to trade are stretched and stressed to the max, and may not even have staff on site to deal with emails). Quite why you think that this is a police issue is a mystery. The police deal with crime, not with commercial transactions which may or may not have gone wrong. If your item doesn't arrive within a reasonable timeframe (which at the moment is 2 weeks minimum because carriers too are stretched to the max ,due to a hugely reduced workforce and a massive increase in online shopping), you lodge a claim with your card provider if you didn't pay through Ebay checkout and via PayPal. You don't call the police!
And with regard to your comment re. Wales and emails - that comes across as racist, so I would strongly advise you to remove it.
