I have had various returned items turning up at my address, which are not mine. Is this a scam?

I have received four parcels in the past month to my address, but with a name I do not recognise. I opened one and it was face masks that had been returned to the seler. I assume the other packages contain the same.

 

Is this somehow a scam? I contacted the seller and they said 'I had my address listed wrong, I've changed it now'. They did not ask me to send on the returned items or put back in the post or anthing...

It could be that they are using a fake address because Ebay wont let them register an account using their own.
