Blocked buyer is still able to follow me.

4 years ago I had a lot of trouble with an underage buyer, I reported and blocked him, but  I've just realised he is still on ebay and following my account.

I'm not happy about this. There's no good reason for him to be following my account. Why can't I block him?

Chances are that he followed you at some time in the past and has never changed his "Accounts he Follows" list.

Many people find how to do something, but don't know how to change or edit it.

Nothing to be concerned about, if he really wanted to be a nuisance he would have opened another account then you would not even have been able to identify him, and he would not be blocked from bidding.
