Blocked buyer is still able to follow me.

4 years ago I had a lot of trouble with an underage buyer, I reported and blocked him, but  I've just realised he is still on ebay and following my account.

I'm not happy about this. There's no good reason for him to be following my account. Why can't I block him?

You can block him from buying and bidding on your items but not from ' following' you. 

They have obviously left their preference there public ,  so you can see that they are following, a Private option can be selected to hide that follower so you truly never know how many followers you have.
