Better because people will be happier?
or
Worse because people aren't shut up inside so much?

From a variety of news sources it's unlikely that many areas subject to flooding are likely to see levels falling with any significance until the end of March at the earliest.
Then given that many will be unlikely to have a full resolution before the end of the year.............................
And that the percentage of the population seriously affected by the adverse weather is pretty small.
I doubt a short spell of fair(ish) weather will have much effect what-so-ever.

Luckily us in the north east have had very little rain and the mildest winter I can remember (frost scraping on car: about three this winter so far)

I don't think it is as straightforward as that because much will depend on the product line. People selling sundresses might welcome the change in the weather (torrential rain here yesterday) but people selling waders might not feel as optimistic.
Then there are all the special 'days' and holidays to be catered for, Mothering Sunday, Easter etc.
