That is the new Simple Delivery which has come into force this month.
You won't get refunded your postage for the label you did not use as the buyer paid for that label - the money doesn't go to you.
Here are the details

I did the same because the Post Office wouldn't accept the eBay postage label - they said it didn't have enough money on it. As a solution I paid for 2nd class postage with my own money and own postage label. The buyer has received the item and left good feedback, but eBay is showing the item as not despatched/received. I just found a place to cancel the eBay postage label but I don't know if I'll get paid for the item - how will eBay know that it's been received without their automated notice system? I'm not bothered about getting a refund for the postage, I just want to be paid for the actual item.

This is where you can cancel the postage label Track and manage your shipments under Actions, pick Cancel label

You should still get paid after about 14 days.

You should be able to update the tracking. Try the following steps:
As your buyer paid for the unused Simple Delivery label they will be automatically refunded within 30 days. You can't request the refund yourself.
