Technical issue with sending offers to watchers today.

Have sent an offer twice today to the same watcher for the samer item and it is not being sent.

I've noticed a problem with starting sales events - i wonder if its the same sort of thing.  When i try and create a sale its greyed out and the info says only items listed in this country  can be added (or words to that effect)

Thanks for replying.  I've since had problems with other websites today so it seems the issue is with my PC.
