Sale withdrawn, how do I offer to the next highest bidder

Despite stating on the listing that an item was collection only due to it's fragility, the winning bidder refuses to collect and only wants it posting. I have cancelled the sale and issued him a refund, but I can't see how I can offer it to the next highest bidder. Ebay instructions state you go to "More Actions" within the listing, but I can not see this. Any ideas?

Look for a dropdown menu arrow next to the item on your orders list.  Or click on the original listing on your orders list, then click on where it says the number of bids and you'll see the Second Chance Offer link there.
