Problem issuing refund after buyer cancelled.

A buyer bought a video game from me and within minutes cancelled the order. 

I tried to accept cancellation and give refund but I got an error message yo try again later or contact CS (Useless)

CS just told me to wait for buyer to contact ebay for a refund. After a couple of days it says that I refused cancellation which just isn't true.

See if you can issue a cancellation from your orders page.  Click on the dropdown menu arrow alongside the item and select Cancel order > Buyer asked to cancel.    If not the buyer can open a "not received" case after the estimated delivery date.
