I can’t refund a return - it keeps just signing me out .. is the system down?

Which device are you using?  Sometimes the app or mobile browser are limited in their functions or seem to attract temporary glitches.

If using the above,  switch if you can to a PC / laptop and try Chrome seems to work best with eBay.

Or,  it may simply be a case of .....    ' Please try again later ! '
