If this is happening with every buyer, you must have a block in place that prevents buyers from buying more than one item from you within a fixed time period.
If this is just a problem with one buyer, and you don't have such a block in place, then it seems the buyer has reached his buying limit.
If the latter, there is nothing you or he can do about it - buying limits are set by Ebay and are non-negotiable.
