no option for mark as dispatched

I've tried time and time again trying to allow customers to merge postage costs, and despite following steps to the letter it always seems to not matter. I've been having to refund the difference in postage to the buyers, only this time i did a partial refund for the postage the option to mark as dispatched has disappeared, despite the constant red notification telling me to dispatch the item -_-

Postage costs can only be automatically 'combined' if the Buyer's purchases the items on the same transaction.

 

State this fact in your advert, & if they are unable to do this also state 'they must request an invoice before they pay' so you can make the adjustments.

This will enable you to dispatch the item/s on time.
