To prevent PayPal unauthorized scam of collection items, can you post a dummy letter tracked?

Hi hope all is well, first time in 5 years I'm having to post on the forums, a buyer insists PayPal payment for collection item, I won’t make them pay by cash or I could get negative feedback by them, is it true that PayPal reject INDescribed or INR cases for collection items as the buyer can see it there and then,  

 

but I've had it before payment not authorized. I am waiting an additional day to prevent this happening, but what happens if I post a dummy letter on the day of collection tracked in case they post a unauthorized payment claim and get refund, can I give PayPal the tracking number if they ask for it if a Unauthorized claim arises to prevent the funds leaving my PayPal account? Is that allowed 

 

I don't want to be scammed here but I stated clearly buyer pays COC, they paid by PayPal,

if I refund I'll get Neg Feedback

The buyer and I have agreed I will now post the item with them via courier service at my expense .

Obviously as a seller you want to protect yourself, but so does your buyer.

 

The argument of accepting PayPal as a method of payment on collected goods has been running for more years than I can remember.

 

There is no easy answer.

 

But have you considered that if your buyer is travelling to you to collect they could well be fined for making a non essential journey under current Covid rules

Sure , but without proof of postal delivery, why don’t I send the receipt or something tracked Mail? I don’t think PayPal will know or care what the tracked Mail was, will that cover me ?

Am I correct in thinking you are going to allow collection with payment by PayPal, but you are going to send a empty envelope to the buyer by registered delivery.

Not at all. They will collectThe item , I will then send tracked, the receipt and paperwork to their address

No. The buyer will collect the item, but I will also send a receipt to their address

This will not prove anything regarding the collected item.
