Someone is using other peoples ID, setting up accounts to negatively impact listings

Just before Christmas someone made an offer on an expensive item and then didn't pay (vasro 18). I believe this is the same person who did the same thing sometime ago using different ID. I opened a dispute both times and closed and received refund.

On 7th Jan an offer was made on the same item once it was relisted, I accepted and again no payment. I have opened an unpaid item dispute. The thing is that their account (antrad 36) was only opened on 7th Jan with zero sales, feedback etc.

Just before Christmas I messaged vasro 18 asking them politely to please pay for the item as I was selling it to help a young family who's mother had recently died of Cancer (my sister in law).

I received no reply. Yesterday I receive a message from antrad 36 saying "So sorry, I'm in hospital, Ive got cancer." I find it hard to believe that someone about to go into hospital for Cancer treatment would the same day, set up an ebay account, then offer £300 for a radio controlled helicopter. Then not pay. This is obviously the same person with yet another fake account being used to negatively impact my listing and mock me over the death of a family member in a very cruel way. The person who's name and postcode they have used for their account seems fine on facebook. This has to stop.

@rid.uk.nhioxcdvau:  In addtion to what has already been posted on this thread, if you are convinced that these User IDs all belong to the same person then contact eBay Customer Services and report these User IDs, explaining that you blocked one User ID previously (be sure to go through your Blocked Bidders List and make a note of all the User IDs that you suspect are, in fact, the same person) but since then numerous other new accounts have been opened and the items not paid for.  If you emphasise to eBay that you suspect that the User IDs are all by the same person, who would appear to have opened new accounts for the specific purpose of bypassing your Blocked Bidders List so that he/she can wreck your listings by committing to buying and then not paying, eBay will more than likely look into the matter to see whether or not your suspicions are right.  If they do decide to look into the matter and it turns out that your suspicions were spot-on then I suspect that the user would either receive a warning from eBay not to do it again, or if eBay felt that the matter warranted tougher action then they may well close down all of the User IDs that this person has created and ban him/her from the site.  If that did indeed happen then the buyer's IP address would also be blocked, in which case if he/she tried to set up a new User ID from the same IP address then that new account ought to be blocked automatically.

Although it might seem like a lot of effort to go to in order to get rid of this buyer it would be worth doing it in the long run, as if he/she is doing similar things to other people then it would definitely be worth reporting the buyer to eBay, as it may well result in eBay deciding to close all of the buyer's eBay accounts down and block that IP address, in which case this parasite wouldn't be able to do anything like this again in the future.
