Someone boght an item from me this morning and I asked them to pay through Paypal. However they said they wanted to pay cash on collection. I agreed to this and they said they would collect it at 3.30pm this afternoon. I gave them my address including postcode but they didn't show up.
What course of action can I take as I would like to cancel the transaction and re-list.

Time wasters need to get an Unpaid Strike. Cancelling just lets them carry on messing sellers about and will not get your selling fee refunded unless buyer sends you a cancellation request.
If you send them a request to cancel, then they can decline,or do nothing in which case you have to wait 10 days.
Far wiser to complete an Unpaid Case which guarantees a refund of fees and only takes 6 days.
