My buyer asked for refund as heat mat arrived broken, snapped in transit... I now have it back and it is obvious it has been cut with scissors, probably when opening the packaging. What is my best option?

I think you need to look at your account status, you are not registered as a business seller but looking at your listings it does seem to give the game away.
You also need to look at your postage disclaimer which is actually illegal.
You are responsible for the item until it arrives safely with your buyer.
Regarding your post I would accept the return and refund your buyer, the last thing you need is eBay, Citizens Advice and Trading Standards looking at your eBay trading.
