Can you help me please!

I would like to sell some items on ebay and will do it for the first time. But when I have created my first list at the end it shows me this text: ''It looks like you've reached the number of items and amount you can list. You can list up to 0 items and £0.00 in total sales this month. ''

What that means if i never used any lists before?
