PayPal say case is open ebay say case is closed neither will do anything

Sold an item via ebay buyer paid, item sent item, withdraw money from paypal account.

Buyer not happy opens case, we agree a partial refund. Ebay pays refund, I reimburse ebay case closed. Sometime when this is going on paypal holds the total fund amount (I assume due to the case). Now this is where it all goes wrong and Ebay state the case is closed paypal say it isn't so wont release the funds even though the partial refund has been made to the buyer they have confirm its received and paypal confirm it's been sent. I've spoken to both a number of times and just go round in a circle of blame. What am I suppose to do? Ebay say its closed and cant do anymore paypal say it's open and cant do anything till its closed. I'm seriously losing the will to live any help please

As far as I can see it is the "partial refund" that is the problem.

As ebay do not get involved in anything other than a FULL refund, I have no idea what you have done.

Asking the buyer to close the case could lead to confusion, and Paypal Freezes the money once a Case is opened, any partial refund would have to have been made outside te case and would not be recognised.

I think the safest thing to do is just to let the case run out of time. Doing anything else could just cause a full refund to be made and you could have a problem getting it back.

Thanks for the comments the partial refund was agreed and issued by ebay and the case is shown as closed. The buyer cant comment as its closed his end aswell. Ebay say its closed but paypal disagree
