Instruction received to cancel transaction as buyer did not want item. What do I do next?

A winning bidder for one of my auctions has informed me now (8 days after close of auction) that he wishes to cancel his purchase.  This is because an item I was offering was missing some parts,  however this was clearly highlighted in the description and he had failed to notice this when entering his bid despite.  I had been messaging him asking either for payment or for him to send me instructiuon to cancel, but this was difficult given a language barrier.  He has now finally issued me with instruction to cancel but I cant work out whether an Unpaid Item Reuest I had put in has been actioned, or whether I have now successfully cancelled the sale.  Either way, I would lile to be able to relist the item and not to be charged two lots of listing fees as that would seem unfair given circumstances.  Is there any way I can be sure as to what is happening and that all will get sorted, or do I just have to wait for someone from ebay to resolve it and hope that they see what has happened to me and that this sale is being cancelled through no fault of my own?  Thank you in advance for ang guidance anyone can offer

If you opened an unpaid item case, you cannot also do a cancellation. After 4 days you can close the case and you are then free to relist. Why did you even wait 8 days without opening a case? you can do so after 48 hours, even a day or two after that suggests the buyer does not intend to pay.

No-one from Ebay will resolve the situation, it is up to you to close the case.
