If you have reported non-payment can you offer to the next highest bidder before you close the case?

Good morning. I sold a pair of jeans and the buyer did not pay. I have opened a case for non-payment under the "Resolve a problem" tab. I know that from 15th February I can close the case and receive my fees back.

 

I want to offer the jeans to the next highest bidder. My question is, can I do this before I have closed the case, or do I have to wait until I have closed the non-payment case? (Just in case the buyer now pays?)

 

(The buyer wanted the jeans posted to Mexico when I do not offer international shipping and when I told them what the postage cost would be they never responded to my messages and invoice; it has been 2.5 days now and they have not paid and have not contacted me at all. I have told them that a case will be opened to recover my fees and that I will offer the item to the next highest bidder.)

If you do not want to sell to international buyers you will have to do more than just exclude an international postage option, as all that will do will prevent overseas buyers from being able to make payment.  It will not prevent them from being able to bid on your auctions, and possibly win the auciton, nor will it prevent international buyers from committing to purchasing a Buy It Now item from you.

 

In order to set your account up so as to ensure that international buyers are unable to purchase anything from you follow the instructions that I've set out below:

 

First of all, go back to your My eBay page and click on the Account tab.  When the next page loads up look at the right side of the page and you'll see the Account Preferences heading.  There is a list of options beneath that heading - click on the option that says "Site Preferences" and a new page of the same name will appear on the screen.

 

Once the Site Preferences page loads up scroll down the page until you get to the section entitled "Postage And Packing Preferences."  Click on the Postage Preferences link and a new page entitled "Manage Postal Settings" will appear on the screen.  Scroll right down to the bottom of that page and you will see a line which says "Exclude Postage Locations."  To the right of that line is an Edit link - click on that link and the page that you need to access in order to block certain locations will appear on the screen.

 

When the next page loads up scroll down to the bottom half of the page, which is the section entitled "International."  There is a list of all overseas regions - for example, Africa, Asia, etc...  If you only want to block some countries within each region click on the Show All Countries link and a drop-down menu will appear on the screen.  Tick the boxes next to the countries that you do not want to post to and leave the boxes blank next to any international destinations that you do not mind posting to, then click on the Hide All Countries link at the bottom of the list once you've finished with the list.  If, however, you want to block every single country from that region then just tick the main box next to that region and buyers living in every single country that falls within that region will be unable to purchase anything from you.  Repeat as necessary for all of the other regions untily you've finished.

 

Once you've done that scroll down the page and look for the sentence that says "Also Apply To Current Listings."  Tick the box next to that sentence and once you have confirmed the updates nobody with an address outside of the British Isles will be able to place an order for any of the items you've already listed for sale.

 

Finally, scroll right down to the bottom of the page and click on the blue "Save" button.  Once you have done this all of the updates will be applied and you should not experience a repeat of the problem that you posted about earlier, as it will not be possible for anybody living in a blocked country to successfully place a bid on anything you list for sale using the Auction format or commit to purchasing anything that you advertise for sale using the Buy It Now format.

No. You must close the UI case as 'unpaid' first, to end the transaction, otherwise you risk getting two buyers for the same item, and all the problems that will naturally cause.  Once you've done that, the Ebay selling fee will be credited back to your Ebay account, and you'll be free to relist or to offer to the underbidder.

Wait til you've closed the case or you could be in the unenviable situation of 2 buyers for 1 item. Close the case as soon as yo're able to, then you can safely do a SCO
