not one has answered my question I have been given advice scammers all i want to know is there a cap on Ebay fees

Pipmr has answered the question and everyone has strongly advised against selling a 20k watch on ebay, for a reason and with respect, your about to concider listing a watch for 20k and your only worry is Ebay`s fees on the watch!
On a serious note, if you do decide to list it on ebay, your best bet is to list as collection only with payment being either cash on collection or bank transfer in your presence and check it`s received before the buyer leaves, but along with everyone else on here, i strongly recommend you don`t sell it on here, why not try a shop that buys that kind of stuff.
