How do I make an item I have listed open for someone in the States to bid?

If there have been no bids for the item that this buyer is interested in then go back to the advert in question and revise the postage options section of the listing, making sure that you include an overseas postage option so that the buyer can bid on the item.  If you do that then so long as you have not blocked buyers from the United States of America from being able to bid on your items and the buyer does not have two or more Unpaid Item Strikes on her account that have been picked up during the past twelve months then she ought to be able to place a bid for the item unless she is a newly registered buyer with restrictions on the amount that she can spend per calendar month.  If the buyer is indeed a newly registered buyer with eBay-imposed limits on the maximum amount that she can spend per calendar month on purchases then if she has already hit the cut-off point that eBay have imposed on her account then she will not be able to place a bid.
