I have 2 customers that were involved in the lost shipments at the usps.   I issued them refunds waiting as long as I could.   They both want to keep the merchandise.  How do I re invoice?

You're in the US, and this is the UK site. Log out, and back into ebay.com and ask on the forums over there. How things work in the US will not be the same as here.

If the Items have now been Delivered send them a PayPal Invoice from Send/Request.
