I activated £1 selling fees and listed within the 2 days but i am being charged more than that

On your 'My eBay' page, scroll down to 'Promotional Offers > History'.

From there you can confirm if you activated the offer, it will also indicate the number of listings used/remaining during the period. 

Take a screenshot, if needed, to fight your case.

If you don't end the listing(s) and then re-list the item(s), the promotion will not apply on any of your listings.
