How do I bar a member from bidding on my auctions

How do I bar an ebay member from bidding on my auctions or buying from me.  This member has bid on 9 different items without paying. she also consistently takes cases out for non receipt of items and asks for refunds. These are numerous on her feed back profile so I'm not the only one.

You must also register as a business before you get reported, you are selling multiples of new items.
Suggest you remove face masks before ebay do,you are only allowed to sell them if you are a business (you aren't registered) & selling these type of item normally (you weren't)
