Hi you have recently charged me for an item that the buyer renaged on a buyer ebay has suspended. The item in question is 283919920815 (Mitsubishi Truck). However you have invoiced me as if the transaction was completed. I tried several times to contact ebay, but your system is so wierd i couldn't speak to anyone. However if you re invoice me for the correct amount i am only too happy to pay what I owe.

You need to get yourself sorted out, while you can ask for cash, You CANNOT refuse Paypal and YOU ARE not allowed to put phone numbers on ads. Just read your own ad. offering payment by paypal.
If reported to ebay both of these could get you suspended. Giving Phone Numbers is inviting off ebay deals and that means lost fees for ebay so it is not worth the risk of breaking the rules.
You aren't talking to Ebay, John. These are the Community boards, ie. used by ebayers to help one another out. If you pop back to the Answer Centre page you arrived at, you'll see that it explains this at the top of the page.
Ebay charge you with the selling fee the second an item sells or an auction ends with a winning bidder, not when the buyer pays. This is because payment can be made by means other than PayPal if a seller offers such alternatives (cash, cheque, bank transfer, etc). So unless you tell Ebay that a buyer hasn't paid, they won't know. You do this by opening an Unpaid Item case, and closing it as 'unpaid' after 4 full days to get the selling fee credited back to your Ebay account, and to give the buyer a non-payer strike on their account. Only then are you free to safely relist, otherwise you risk getting two payers for the same item, and all the problems that will naturally cause.
You have 32 days from purchase date to open a UI case, so do it now if you're still in time. If you're out of time, I'm afraid you'll have to pay the fee.
Add the non-payer's Ebay ID to your Blocked Bidders List, and tighten up your Buyer Requirements while you're there (Account...Site Preferences...Buyer Requirements). Pay particular attention to the one which blocks those with 2+ Unpaid Item strikes in 12 months.
In future, consider using Ebay's Classifieds when selling vehicles (or Gumtree, Ebay's sister site). There's a small fee to pay up front, but you can leave the ad running till someone has actually turned up to view, handed over cash, and driven the vehicle away. And never accept anything other than cash (or bank transfer if a large sum) for any collection item. PayPal is not safe as you would lose an Unauthorised Account Use claim (a proof of posting receipt proving dispatch to the account holder's registered address is the only thing a payment processor will accept for such a claim).

when you have a non payer you need to complete a non payment case to get your final value fees refunded and give them a non payment strike

you only have 30 days from the sale date to do this, so depending on when you sold the item you may be too late
