Anyone know how this can happen? Because this is the 2nd time with the same buyer.
When the order details were sent to the buyer, the address shown was in the USA with £30 shipping.
The buyer paid, but the order details now show an address in China with the £30 shipping.
I do not have a shipping fee set to China, I have China set to "buyers contact for costs".
I thought when buyers want purchases sent to a county where "buyers contact for costs", they could not pay until they requested the total from the seller.
So, how was this buyer able to change country from USA to China, and pay for shipping that was billed to an address in USA?
I tried eBay live chat. Useless. No explanation. Suggested I request any difference from the buyer through PayPal.
I suggest that you look at your own listings, go to postage and you will find China is there, so you have not Blocked China, the only countries Blocked are standard ones added by Ebay.
Postage to China would come under Worldwide, although with the new area introduced by Royal Mail the cost to China would be a bit more than to the USA I expect.
I have sold to China with no problems, but only low value items, anything expensive best to stick to UK only.
I ship to China, I have no problem with shipping to China.
The issue is that if a buyer can change the ship to country on the order details, without requesting an updated total with shipping costs to the new country, then the shipping fee no longer reflects the shipping cost to the buyer. With this order I will be £20 out of pocket with the shipping because the buyer was able to pay for invoiced shipping to the USA while at the same time changing their address to China.
This should not be able to happen with an eBay order. If a buyer changes their ship to country, the buyers payment should be blocked until they request an amended invoice from the seller. I have had buyers in the past wanting to ship to relatives in different countries unable to pay before amended order details have been sent.

At present when buyers go through checkout they can either just pay for the item, in which case their default postage address will appear on the seller's PayPal notification of payment e-mail as the address to post the item to, or alternatively they can change the address details at checkout to manually override the default address on their PayPal account, the end result being that the postal address that the seller would receive from PayPal as the address to post the item to would be the one that the buyer entered manually at checkout. Therefore, if you do not post to China, refund the buyer's money via eBay, citing "Problem With Buyer's Address" as the reason why. The buyer's money will subsequently be refunded and you will be free to relist the item for sale on eBay again should you wish to do so.
Given that this is the second time that this has happened with the same buyer click on this link https://offer.ebay.co.uk/ws/ebay/isapi.dll?bidderblocklogin and a big white box will appear on the screen. Add the buyer's User ID to that white box, then click on the Save button beneath that box. As soon as you have done that the buyer will be added to your Blocked Bidders List, in which case he/she will not be able to purchase anything else from you in the future and cause you any further problems. If you don't add the buyer to your Blocked Bidders List then he/she could potentially repurchase the item when you relist it again, in which case you could end up with a repeat of exactly the same problem that you have posted about here. That won't be possible if you take the time to block the buyer before relisting the item.
