What happens if I sell over £1600 in a month, will eBay not allow me sell more until I open a business account?

is it worth opening a business account if I am selling say £2000 a month but I don’t have an actual business?

You may keep selling. Your obligation is to HMRC not eBay. HMRC website is helpful for general eBay queries like this one.
