Who has said it will not clear customs & what reason did they give?
Does the enamel paint contain something not allowed to be imported to USA?

Perhaps paint is considered a hazardous material?
So there'll be some sort of Regulation which will cover who can send it, how it’s packaged/protected etc?
If it's stuck in Customs, contact them and ask why.
Does the carrier you used know?
