watching a video about promoted listings where ebay go and find u a buyer for your promoted listings and the person is complaining that they have found a buyer for there items through social media and they have to pay the fee that they found through there own effots when someone buys there items

I gather you are referring to the change in attribution for General Promotions that occurred earlier this year.

correct, you will be charged a fee on a sale of any item that is in a General promotion provided at least 1 person clicked the ad in the preceding 30 days.
