what do you do when you get a low offer on one of your items do you counter offer or do you block them

I always reply. And just say "no thank you". 

It's not worth anymore effort than that.

It's entirely your choice. If it is insultingly low, just ignore them or offer your very best price.

Some buyers are just chancers.

If their offer is not insultingly low then ignore and block them. If it is just low then make a counter offer and if they don't accept that then put them on your blocked list.
