I changed my address in the account section by mistake. Thought I was adding a new one.
Then I received the notification saying that I will need to upload my ID before a deadline or I won't be able to receive my payout.🫤
Is that normal?

Yes, it's normal, you made a change in your personal information.
eBay wish to check that the genuine owner has made those changes, and not a hacker.
If the messages came through eBay messages, then you must comply to complete the security check eBay are making on you.

eBay's automative system may have been triggered when you changed/altered/added an address to your eBay Account.
They have been updating eBay Members info for a while now. They will need a scan of your photo ID e.g. Passport or Driving Licence.
I updated mine about a year ago.

It's eBay’s Know Your Customer' checks under the Anti Money Laundering Regulations. They are triggered by a number of things including changing a detail in an account.
