Winning Bidders Who Won't Pay

If a person bids on an item in an auction and wins but then refuses to pay without good reason, why isn't there a sanction that prevents them from bidding on other items until they have paid the seller or at least some compensation if they don't want the item.  At least it should be highlighted on their profile what they have done.

If you issue an Unpaid Item cancellation after 4 complete days that puts a non-payment "strike" on their account and could lead to account suspension if they get any more.    More info:

Don't forget to put their ID on your blocked bidder list:

And use this link to put a general block on buyers with a history of non-payment, etc.:

http://offer.ebay.co.uk/ws/eBayISAPI.dll?BuyerBlockPreferences

tick "Update block settings for active listings" and then save changes at the bottom.

You could also tick the box in buyer rules that requires buyers to provide a payment method before they can place a bid.

You should see it in the last link provided by @**peaseblossom** .

Ticking it might (in theory) deter the time wasters who bid with no intention of paying.
