We are just members, you need to contact eBay support to find out, but i would hazard a guess it's got something to do with the company registered with you account is dissolved

Not bought or sold for a while and there have been a number of changes when now using eBay --- updating your account and having a payment method on file often helps >

You have not sold anything for at least a year.
Contact Ebay Customer services to ask if you are able to reinstate the account and sell again.

You've returned to selling after a long break so eBay may well wish for ID verification to make sure you are the genuine owner returning and not a hacker.
Also, have you fully registered with eBay's Managed Payments ?

This would be my guess too; a dissolved company is no longer a legal entity.
