When there are huge changes like this then sellers should be made to tick an agreement when logging in at some point prior to the changes - but even so, you can't force the user to read that.
A good percentage just won't read any announcement, no matter how much you put it in front of them.
That's not an ebay specific issue.

Ebay has an incredibly low barrier for entry into the world of commerce & it can be said that some of it's sellers need that incredibly low barrier.
Ignorantia juris non excusat, rules are rules & them's the rules, if anyone chooses not to make themselve's aware of the rules then they must already understand that they will face the consequences . . . .

There were 3910 users online here earlier. Most I've ever seen.
I don't actively look for it, but when I'm scrolling the front page if I remember, I'll look.
