I am not sure if private sellers have realised multiple box shipment via couriers is now not possible to one buyer . Ebay tried to stamp high postage costs in the past by taking fees from shipping costs . But now it is difficult to combine postage by Simply Delivery let a loan send more than one box to one buyer because ebays greed . Off course that is if you are lucky enough to sell more than one item to the same buyer .

This has been a long term issue, eBay say they are aware and working on the tech issue, but the fix is still a long time coming.
The inability to make combined postage on multi purchases is causing a headache for many.
eBay tell sellers to send the items as one, and just make a partial refund on the excess postage, far from ideal.
Is it a permanent thing? No one is coming forth to confirm or deny, just statements that ... ' eBay are aware of the issue, and are working on it.'
Some sellers are leaving a note on their listings like this...... ' If you wish to buy multiple items from my eBay listings, please inform me before buying, I will relist them together as one for you to purchase, and you will only pay for one postage cost, as currently it's not possible for sellers to offer a combined postage.
This also then gives sellers that tracking protection for all items sent.

eBay's advice which you quote is now out of date, with the advent of SD.
You can't refund the extra postage, because you never receive it in the first place (unless you are offering "free" postage, in which case it's up to you).
If labels aren't used, the cost will eventually be refunded to the buyer, but they are not likely to be willing to wait a month to get their money back.
There are workarounds, but they are clumsy, and buyers naturally blame the seller, because "a big company like eBay couldn't get this so wrong", as one potential buyer on my private account stated. (That sale was lost.)

True but for some custom postage is still available, so if the buyer has paid for the postage either through custom or special delivery they will be / should be refunded.
Yep it's a 30 day wait for a special delivery postage to be refunded, certainly too long in my humble opinion.
