For some reason a buyer from Ukraine has won my auction. It was supposed
to be UK only so no idea how anyone from abroad could have bid. Their feedback shows purchases from the USA and Germany, so they're getting their goods somehow.
They haven't paid after 24 hours and no contact, but I don't want to have to wait another 3 days and then file a non-payment. Is there no way to cancel the sale without penalty because if I suddenly receive the money I'm stuck?

What use are buyers who dont keep there address info up to date, probably kept there old address beacuse they know they wont get certified on a UK address because there not on the elctoral roll.

"wont get certified on a UK address because there not on the elctoral roll." - what are you talking about. Ebay do no verification of buyers that why so many scammers love the site.

I am afraid what this seller did was totally not correct . Ebay are full off International buyers who have there items shipped to a uk address which is not against Ebay rules . Had the listing gone to another bidder he would not have cancelled the bids , which meant his auction would probaly have finished at a lower price .
The seller has opened this conversation to try and justify what he did was correct . Had he given the 4 days to run he probaly would have found out the buyer had a uk shipping address . As he stated i did want to wait another 3 days to have to open a non paying bidder how did he know that is what would have happened . That is not a reason to use " Something was wrong with the shipping address" . Sellers are given International shipping address others wise how are sellers able to work out how much shippimg would be .

Maybe you should spend the time putting your own account in order before judging others.
