I am selling a £300 monitor and the guy who has won the auction has already paid me via ebay. He has said he will get his friend who lives close by the collect it. I have said ok but only if his friend gives me the collection code.
Should I just refund him and relist it?

It's not definitely suspicious they may be wrking an unable to collect so sending someone else, but you are right to insist on that collection code.
Message the buyer that you will only release the item if the person collecting will bring along the collection code, as this is the proof you require to show eBay the item has been collected.
Inform them politely without this code, you will need to cancel the order and refund the money.

As already advised, there is nothing particularly suspicious about them sending a friend to collect and by sending a 3rd party to collect they will actually be voiding any use of eBay's Money Back Guarantee so as long as you obtain the collection code there shouldn't be any problem.

Perhaps take a photo of friend on handover - if he objects strongly then that would raise a red flag not to hand over.
