I understand that if the Simple Delivery postage label supplied by eBay does not cover the ACTUAL and REAL postage cost than the sender / buyer has 2 options.
Either the sender pays the difference at the counter or the Post Office will forward said package / parcel but the receiver at the other end will have to pay a surcharge.
If eBay have arranged a deal with Royal Mail ?? it will not include transactions at Post Office Counters. Staff have to balance their transactions at the end of the day and Simple Delivery labels are expected to cause problems.
It is increasingly becoming obvious that eBay has not really thought about what they are insisting will happen with their new rules ie Simple Delivery, Buyer Protection Fee etc. Yes I use the word INSIST … they are offering no choice or suggestion.

They obviously didn't include the counter staff and local post masters in the discussion, who by reports, are refusing shonky postage stickers on mass!

Amazing. Combine that with reports of sellers about being unable to use evri drop-off points because the bags are full....

If, as a buyer, I have to pay a fee (surcharge) for the item to be delivered, that doesn't bode well for any future purchase - in other words, no further purchases.
And if I refuse delivery, does that mean eBay decides that the item has actually been delivered and I might not get the item but lose my money as well?
Is it now unsafe to buy on eBay?
