Simple Delivery Buyer Postage Refund. Do I need Purchase label or Not?

I packaged two items in the same box as buyer could not purchase them together on app due to new simple delivery system. Both items were sent in the same box leaving a spare unused label

According to simple delivery terms buyer will get refund for the unused label.

HOWEVER

What does 'unused label' actually mean.

Do I have to ignore the prompt of create label and after 30 days it will be refunded.

OR

Do I need to actually create the label and then it will be refunded if system detects its unused?

ebay have told us to generate SD labels to mark item as dispatched.   The buyer will receive a refund for the label as it won't be scanned at the post office.
