As a seller, why do I see some make an offer to those that are watching an item, and not for others?

You can only send offers to people watching Buy It Now items, not auctions.

If I'd be happy with a lower price, I just drop the price for all.  Soo few watchers actually buy I'm an equal opportunity seller! 

In really I started doing this because of the BPF, but for buy it now items watchers don't always convert to buyers.

Some buyers don't want to receive offers, so they opt out of receiving any communication with offers from sellers.

Thank you. Yes, I am aware, I am referring to buy it now listings. I have one where someone is watching but I have not been presented with the option to make an offer. I was asking why this is?

From what I can work out, the option to send an offer out, is not based just on watching an item.

I have listing with no watchers on, yet have made offers.

I regularly get offers from other sellers and I NEVER watch those items.

It's also possible, that you have actually sent an offer and not realised that it's for that item.
Or you have it set to automatically send offers out.

Have you actually looked at the offers part on the listing itself?
