I've had a return request from a buyer in Jersey. I accepted it and chose the eBay default option of eBay sorting out the return label. The buyer has messaged me to say that eBay have given them a royal mail label to use which they claim they can't use in jersey.
Anyone been in a similar situation

That's odd as Royal Mail sending items from the UK to Jersey is the best way to go, as they charge the same as to anywhere in the UK. You'd think, there'd be no issue the other way around. 🤔
I suggest to ask Customer Services how to proceed ,could they provide the correct label for the return.

I believe although RM charges the same as UK for postage to the Channel Islands it can't be used to send from the CIs. Ask the buyer to send the item back and you reimburse them via Paypal or similar.

Would it not need the commercial invoice and all of the other info that is required if you send to Jersey via the click and collect? That label eBay send will have nothing attached to it so could be stopped, if they were to go to a post office I'm sure they could just fill in the little sticker and attach it but if it was just a store who takes royal mail parcels they may reject it.

This could be the buyer's fault.
When you sent the item was a CN22 customs form provided with the address label? You could also check the delivery address in the sales record; does the very last line of their address state "United Kingdom" instead of "Jersey"?

Having looked at the address label, a customs form was included CN 22 (automatically filled in by ebay) and the address only says jersey not the UK

You need to contact Royal Mail for accurate advice. Besides Eire, some of the other British Isles are not part of the United Kingdom and there are all kinds of legal peculiarities.

Well, that's bizarre! Given eBay knew it was a Jersey address they should have either provided a Jersey Post label (which they likely can't do) or treated it as any other international return.

I recommend asking the buyer to purchase their own label then sending you a picture of the label they have purchased and the CN22 so you can reimburse them via PayPal. You need to ensure they tick the "Return of goods" box (and no other) on the CN22 to ensure you're not charged import VAT and Royal Mail's £8.00 handling charge.
You should be reimbursed for the unused return label provided by eBay but you may have to cancel it from here first.
