Basic question what happens to your funds on items sent tracked which for whatever reason don't get updated ever even if the item has been delivered and positive feedback recieved I understand the 14 day rule post order date by which time anyway you would imagine a buyer who has not recieved their item will have been in contact to voice their concerns but how does it work with international items sent via the GSP which as we know can take well over 14 days to process and arrive will people be requesting refunds before the estimated arrival date sheer madness.

'Delivered' is when it reaches GSP Lichfield. Unless of course Royal Mail don't scan the item to show they delivered it, as is the case with an item I sent, so even though my buyer in USA has received the item, I still have to wait 14 days for payment after I dispatched the item 🙄🙄🙄🙄

Yes, that's the theory but if it's not tracked by Royal Mail to GSP, even though tracking was used, Ebay will still not pay out until the 14 days. Ebay can see it's entered GSP, why don't they way out?

RM tracking is sometimes not in sync with eBay's tracking, and the latter is the most important for releasing a faster payout, that is, 2 days after the delivery date.
If you have found your tracking has not updated, therefore holding back your payout, contact eBay Customer Services, provide the tracking showing delivery, ask if they can kindly release your payout now as 48 hours have passed the delivery date.
This is the easiest and quickest way to contact eBay Customer Services, for a Call Back option.

Lines open between 8 a.m. to 10 p.m. on weekdays.
9 a.m. to 6 p.m. on weekends.
I recommend contacting CS very first thing in the morning, when the lines first open, as there's more chance of Dublin answering.

I think it's pretty likely that items so often don't get scanned at the GSP hub, because of the time it would take for someone scan through hundreds, or perhaps thousands, of parcels in each delivery.
I would have hoped the system doesn't rely on this being done manually, because of the volume, and that there would be some more automated way of recording the delivery.
However, from the number of posters with the same experience, it looks like it is. (or, if there is some automated process, as I'm sure there must be, corners are being cut somewhere.) It doesn't seem fair that sellers are being penalised for using a service which gives eBay even more profit!

When my OH turned up at Argos to collect his C&C, Argos couldn't find it. It was scanned as delivered - which is why he got the text - but Argos said that the sack was scanned as delivered by RM based on the manifest for the sack. If the item wasn't in the sack, it would be still shown as delivered - Argos didn't scan each item to confirm delivery.
I guess that items delivered to the GSP hub might use the same system so, if the manifest for the sack is scanned as delivered, then the seller should get their payout.
