Parcel - Tracked and signed or just Tracked

Royal mail small parcels 48  up to 2kg

Tracked  £3.89

Tracked and signed for  now £5.29 -  60 pence increase

The folling part in bold is ...the bit that is most iomportant

Does ebay in a "non delivery case" recognise "tracked" as delivered? or does it have to be tracked and signed to proove delivery

Being as for the last 3 years a lot havnt even been signed for even if youve paid for the service, 1 in 6 dont even show as delivered.

Now only £20 compensation .

if i used another courier --to actualy claim, it is so blooming hard ..youd wish youd never been born

so we are forced into new ways , and poorer service !

eBay only requires a signature confirmation for orders with a total of £450 or more. If the total order value is under £450 an online delivery confirmation (or an "attempted delivery" status) will suffice as far as eBay is concerned.

Give me ambiguity or give me something else.
