Long story short, the changes to eBay general promotions mean that no one can answer your question. This is because new promotion rules mean that when anyone clicks on your item to view it, you pay the promotion fee to sell it. This breaks the cause-and-effect chain of promotions and makes it very difficult to tell if promotions are driving sales. People still use promotions, and only you can decide if they are right for you.
While you're deciding, I will say: Welcome back to selling on eBay! For your newly listed items, you can get a good idea of how long they should take to sell by checking Completed listings for similar items. For instance given the supply and demand of Dior vintage ties, it would take nearly 3-years to sell all the ones currently listed. Your Alice In Wonderland tea set is more rare, but other sellers have complete sets for the same price as your single cup set. All of that is fine, but it means you will need to be patient while you wait for the right Buyer.
In the meantime, there are other things you can do to help Buyers find you, such as spend a little time improving your photos. Your white background is better than the wardrobe or floor ones. And take a look at things from the Buyer's point of view (e.g. compare your Ted Baker Asar photos to the only other one for sale).
Finally if you list one item every few days, instead of all in a bunch once a month, then the eBay algorithm seems to work with you more (eBay seems reward consistency from its Sellers, even Private Sellers). Your items are good and you clearly know what you are doing, and you are right to investigate the changes on eBay in the last 6-months such as changes to promotions.
