I have a parts Canon S100 listed and like all my other listings I specifically exclude sales to outside the UK . I have received a fairly high offer however it says "posts to 68199, Mannheim, DE" , how is this possible, shouldn't the offer be blocked by the Ebay system as it requires postage outside the UK? Also when I check the potential buyer they are located in China. My instinct is to simply decline the offer - thoughts?

I would Block the eBayer if I only sold to UK Buyers. Then decline offer.

In a really dumb way, you would think that when you don't offer a shipping service to a place, it would prohibit the sale, but in ebay, it appears, unless you actively exclude the country, ebay will allow offers.
Try looking in ebay policies and your shipping policy

Then look right to the bottom in excluded locations as below
https://community.ebay.co.uk/t5/Seller-Central/Blocking-a-country-from-buying/td-p/7925009
It might not be the same if you don't use ebay policies but might help.

I dont use Business Policies, if I click on them in my account it starts the set up process, nothing has been accidentally set up. Germany and the rest of the world are specifically excluded at the item listing .
It would seem like this buyer who made the offer has found a hole in the ebay system.

Oh dear, it was worth a try.
I wish ebay would fix things like this. It wastes the sellers and buyers time!
