It doesn’t exist anywhere. I don’t have it on this ID (business) and when I invoice buyers, it comes up as large letter.

As with a lot of things eBay, annoying.
Don't buy a pre-paid postage label.
Send the item as a letter using a stamp of your choice.
Obtain a 'Proof of Postage' certificate at the PO counter or Self-Serve Kiosk.
Again, annoying, time-consuming & not very 21c E-Commerce but why let these corporate greed sharks dictate how you run your affairs.
Makes a sort of sense why the options are no longer available since the UK Royal Mail / Post Office announced they're dispensing with 2nd Class Delivery on Saturdays & only posting every 2nd day on weekdays, nothing new in these parts but outside of cities, it's going to create problems.
I Blame Cameron & his Dad.

Art/prints as mentioned don’t seem to be included in the exemptions list
art/art photographs have been
as well as
collectables/photographic images/photographs
collectables/postcards&supplies/postcards
if you’re not too bothered with the right category that might work
custom postage should kick in long as it’s priced under £10

Oh contraire. If you're listing in a category where Custom Postage is available you can send First and Second Class letters, as well as Large Letters.

The package size option begins with LL but once youre in custom postage
however the available methods of posting are 1st/2nd class letter and LL
confusing but it’s there

Those are the "Simple Delivery" options. Simple Delivery uses Tracked 24 for "express delivery" and Tracked 48 for "standard delivery". Tracked services aren't available for Letter size (i.e. the minimum size for Tracked items is Large Letter) hence why something Letter sized ends up being Large Letter under SD.
If you have custom postage available (see @edwardian-dreams' post) you can select Letter but there are price and category requirements for this option to appear.

No, even when I go into custom postage and choose the manual delivery and set it to 2nd class letter 0.87p, after the person purchases the item it will say in order details "buyer choose royal mail 2nd class letter" but my only option is to print and pay £2 something for a yodel code. And there is 100% no letter option for me. I've looked everywhere.

You have selected "buyer pays" so the buyer will be purchasing the label.
eBay doesn't use Yodel at all; Simple Delivery is just Evri and Royal Mail whilst "custom postage" uses Royal Mail only. You will be sent the label or a QR code but you won't have to pay for it because it was purchased by the buyer.

Yeah I select buyer pays but it just charged them 0.87 and I had to pay the rest. I actually was minis -0.60 earnings after the transaction

Hi I don't want them to pay more I want the 0.87 option other wise my item is not worth buying. These are for small listings £2 and less I need to charge 0.87 not have the cost change at checkout and require me upping the price. This don't resolve the issue I could just choose simple delivery and get cheaper. I need letter option to be available. It is non existent. I believe only having the option to choose large letter is what changes the delivery cost to more when they check out. It shows it costs 0.87 for me and for the buyer and on the listing however as soon as they check out it switches to large letter different courier and I get charged more than the item and postage cost combined. I'm not sure why editing the price would help I do want them to pay 0.87 like advertised on the listing to me and the buyer. My solution for now has been to simply take down all my items under £10 from eBay and just use other platforms to sell them until this is resolved. I'm not sure anyone can understand my issue because its so odd. But a simple Google search of my problems shows it's effecting many.

Replying with a 3rd image to show on listing it shows it will cost the buyer 0.87 for royal mail however after they paid and I went to get label my only option was £2.69

EBay say your buyer paid 87p postage but further down under your selling costs it says postage 2.69

After a bit of digging I can see Yodel is now offered via "eBay Packlink". It never used to be but it appears to be a drop-off only service.
Does custom postage not allow the seller to simply purchase their own label and enter the tracking? If the seller is forced to purchase the label via eBay it isn't really "custom postage". It would actually be a bit silly as only RM Letter-sized packages qualify to be sent via custom postage and nobody delivers letters cheaper than Royal Mail. In fact, nobody else really delivers letters without treating them as parcels.
